HS codes, CN codes and the seven EUDR commodities

The Harmonised System (HS) identifies goods internationally using six-digit codes. The EU’s Combined Nomenclature (CN) adds two digits for an eight-digit classification. Annex I also lists broader headings and chapters; you may therefore find your detailed code under a shorter entry. The Commission explains the relationship in its Combined Nomenclature guide.

The seven EUDR commodities are cattle, cocoa, coffee, oil palm, rubber, soya and wood. Annex I identifies which products made from, containing or fed with these commodities are covered. A product containing a listed commodity is not automatically covered: its classification and the entry’s description still matter.

Coffee: start with 0901

Searching 0901 returns coffee, including roasted and decaffeinated coffee. A more detailed code beginning with 0901 maps back to that entry. Confirm the product description; the result does not establish its origin or deforestation-free status.

Seats: read the “ex” restriction

Searching 9401 returns ex 9401: the listed entry is for seats and parts of wood. A metal seat does not become covered by this entry just because it shares the heading. Check the material and precise classification.

What does the result tell you?

A code match identifies an entry to check. It does not verify your customs classification, the product’s origin, legality or deforestation-free status. A broad heading can contain products with different materials and uses.

“ex” means only part of the code is covered. For example, the listed seat entry is for wood, not every seat classified under 9401. For rubber goods, check whether the relevant natural-rubber commodity is involved rather than assuming every rubber product qualifies.

Exclusions need product evidence. Annex I excludes specified goods made entirely from material that has completed its lifecycle and would otherwise be discarded as waste, with a qualification for manufacturing by-products. The chapter 47 and 48 entries also exclude bamboo-based and recovered products. For 4415, packing used exclusively to support, protect or carry another marketed product is excluded from that entry.
